Shoes with individual toe inserts?

I saw someone walking around with shoes that, at first glance, could have been water socks but when I got a good look at them I noticed they had individual toe inserts. Walking around with water socks would be bad enough, but you had to add toe slots? You remember those socks that they used to make like that? Not so bad seeing as how you can put shoes on and cover them up. Well, imagine someone walking around with actual shoes like that. Ugh. Anyway, my question to you is who on earth makes such ridiculous shoes?! 10 points if you can provide the answer
